Policies and Information
The State Board of Elections (SBE) was created in 1946 as a bipartisan agency responsible for ensuring uniformity, fairness, accuracy and purity in all elections in the Commonwealth of Virginia. The agency promotes the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in Virginia by promulgating rules, regulations, issuing instructions, and providing information to local electoral boards and general registrars. In addition, the agency maintains a centralized database of state-wide voter registration and election related data.

Proposed Application for Voter I.D. Available for Public Comment
The Commonwealth of Virginia will require that photo identification be shown by all in-person voters beginning July 1, 2014. To ensure that all eligible voters have the ability to meet this requirement, the Virginia State Board of Elections (SBE) will provide free photo identification for persons that do not possess an acceptable form of identification. Voters wishing to receive this free identification will be asked to fill out an application at a general registrar's office. The document below is a draft of the application that is to be filled out by persons wishing to acquire free photo identification by this process.
SBE will accept public comment on the below form beginning March 3, 2014 for a period of 21 days. All comments must be received by March 24, 2014. In reviewing the form, please focus on the content, as the layout of the form is subject to change with input from a graphic designer.

Proposed Changes to Moving the Deadline for Filing Campaign Finance Reports
The State Board of Elections has proposed moving the deadline for filing campaign finance reports with its office to 11:59pm on the day of the report’s deadline. The current deadline is 5:00pm. The reports affected by this proposed change will only be with regard to candidates and political committees who have elected to file their campaign finance reports electronically and for candidates for the General Assembly which file their reports on paper with the State Board of Elections. Reports which are filed on paper with the local electoral board will not be affected. The deadline for filing those reports will remain the close of business for the office in which the reports are due.

The Presidential Commision on Election Administration
The Presidential Commission on Election Administration was established by Executive Order on March 28, 2013. Its mission is to identify best practices in election administration and to make recommendations to improve the voting experience.
