Our Staff
The State Board of Elections (SBE) was created in 1946 as a bipartisan agency responsible for ensuring uniformity, fairness, accuracy and purity in all elections in the Commonwealth of Virginia. The agency promotes the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in Virginia by promulgating rules, regulations, issuing instructions, and providing information to local electoral boards and general registrars. In addition, the agency maintains a centralized database of state-wide voter registration and election related data.

Charlie Judd became involved in the electoral process at an early age, having been elected as the youngest member of a city council in 1968. He made politics his vocation when he joined the Ohio Republican Party as field director, later becoming executive director. In 1978 Mr. Judd moved to Virginia to staff the Republican National Committee, and after the Reagan election in 1980, he provided advice and counsel to campaigns and non-profit organizations in strategy development and fundraising. He later moved to central Virginia to give leadership to a national public policy organization. Mr. Judd was the commentator on a daily three-minute radio program aired on over 350 radio stations. In 1989 he started a direct marketing service agency with his wife and family. Drawing on many years of experience in various fields, Mr. Judd now provides advice and counsel to firms, organizations, schools, and governments, in marketing & communications. In February 2011, the Governor appointed him to the four-year term as Chairman of the Virginia State Board of Elections. |
Vice-Chairman of the Board - Kimberly Bowers |

Kimberly Bowers is a native of Portsmouth, Virginia and currently resides in Richmond, Virginia. She received her undergraduate degree from the University of Richmond where she studied Political Science and Leadership Studies. Bowers is currently the Major Gifts Officer for the University of Richmond School of Law where she has served in this capacity for the last three years. Prior to this position she served in Governor Kaine’s administration as Director of Gubernatorial Appointments in the Office of the Secretary of the Commonwealth. Kimberly has a background in political volunteerism and political fundraising in both Virginia and in Maryland having worked on two statewide campaigns. Bowers has had a passion for the political process and has always taken a keen interest in elections and civic issues affecting her community. Bowers is an active executive board member of Alpha Kappa Alpha Sorority, Inc., the St. Paul’s Baptist Church, the Greater Richmond Urban League of Young Professionals Network, and just completed her Master's degree at the Wilder School of Government and Public Affairs at Virginia Commonwealth University. In February 2011, the Governor appointed her to the four-year term as Vice-Chairman of the Virginia State Board of Elections. |
