Our Staff
The State Board of Elections (SBE) was created in 1946 as a bipartisan agency responsible for ensuring uniformity, fairness, accuracy and purity in all elections in the Commonwealth of Virginia. The agency promotes the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in Virginia by promulgating rules, regulations, issuing instructions, and providing information to local electoral boards and general registrars. In addition, the agency maintains a centralized database of state-wide voter registration and election related data.



The State Board of Elections provides, at a reasonable cost to qualified persons or entities, lists of all registered voters, newly registered voters, voters who voted, and monthly updates of voters' information for their districts.
Definition of registration and voting statistics available for sale
Registered Voters List - a list of all registered voters in a specified jurisdiction, legislative district, election district or statewide.
List of Persons Who Voted - a list of those persons who voted in a primary, special or general election in a specified jurisdiction, legislative, election district or statewide.
Newly Registered Voters List - a list of those persons who registered on a selected date in a specified jurisdiction, legislative district, election district or statewide.
Monthly Update Subscription - a listing of all transactions (add, changes and deleted) that affect the registered voters roster in a one month period in a specified jurisdiction, legislative district, election district or statewide.
Persons Who May Obtain Registered Voters and Newly Registered Voters

Virginia and federal courts for jury selection purposes;

Candidates for election or political party nomination to further their candidacy;

Political party committees or officials thereof for political purposes only;

Political action committees (PACS) that have filed a current statement of organization with the State Board of Elections or with the Federal Elections Commissions;

Incumbent office holders to report to their constituents;

Commissioners of Revenue;
-
Nonprofit organizations which promote voter participation and registration for that purpose only; and
-
Members of the Public seeking promote voter participation and registration by means of a communication of mailing without intimidation or pressure exerted on the recipient.
Purchasers must sign a Statement of Responsibility agreement to use the lists for political or government purposes and pay a fee.

Requests may be placed with the Client Services Representative in person or by telephone or email by calling 800-552-9745 or within the Richmond area may use 804-864-8901 or by sending and email to info@sbe.virginia.gov.

Qualification of the requestor to purchase a list will be verified. An invoice is then sent to the potential client detailing what he/she wishes to purchase. Signing the invoice also signifies that the client is a qualified purchaser and will only use the list for purposes authorized by law. False statements are punishable as a felony.
